Afghanaid is a British-registered international NGO, which has worked in Afghanistan for over 30 years. We assist community-driven processes that address the rights and fundamental needs of people in some of the most remote areas of Afghanistan, providing basic services, supporting development of rural livelihoods and responding to humanitarian emergencies. We are headquartered in Kabul, and operate 20 provincial and district offices across Badakhshan (north-eastern region), Samangan (northern region) and Ghor (western region), as well as a Marketing and Fundraising office in London. We employ around 160 personnel, 97% of whom are Afghans.
Under the supervision of the Project Manager (Cash Assistance to Undocumented Returnees project), the incumbent will conduct project level monitoring. She/he will collect data and information from the field, capture lessons learnt and best practices, analyse data and prepare report. She/he will periodically update the project data-base in line with output level indicators and progress against log-frame indicators. With the help of the M&E Coordinator in Kabul or the Project Manager, she/he will develop tools and techniques and conduct field studies, research, assessments for projects and help in the preparation of reports. She/he will ensure accuracy of data and information collected from the field through cross-checking, validation and analyse data using simple software and produce simple reports for Project Manager. She/he will also provide support to the Project Manager in compiling monthly and quarterly Progress Reports.
Collect field data
The M&E Officer will be responsible for accessing data from weekly/ monthly reports prepared by individual project staff and report to project Manager.
She/he will cross-check a sample of such data through telephone interviews
From time to time, she will conduct remote monitoring of events (such as skills training, community audit, inputs distribution) through phone calls to beneficiaries
Update project database
The M&E Officer, with help from National MEL Manager / Coordinator, will maintain, modify and improve the project Database so that the project team has access to updated project information at all times
She/he will guide field staff in filling data into Project Tracking Sheets developed, at the inception of each project, by the Project Manager with the help of the MEL Unit at HO
She/he will coordinate with field and HO M&E staff to ensure that complete and accurate data and information is available whenever required
She/he will make all efforts to present field data in formats specified by users after collecting, compiling and analysing the same
Develop research tools and conduct desk research and field surveys
In consultation with the Project Manager, the M&E Officer will conduct research into socio-economic and other characteristics of undocumented returnees, their post-return situation and the condition of women, girls and boys etc.
The M&E Officer will, from time to time, coordinate market assessments, baseline surveys etc. in Nangarhar for the Kabul based MEL unit
She/he will participate in the development of questionnaires in local languages, sampling of respondents, and scrutiny of filled in survey forms for field surveys conducted by the project
She/he will conduct regular visits to villages within the province where assisted undocumented returnees have resettled to ascertain how a representative sample of them used cash assistance they had received
She/he will gather information for baseline, end-line and other sample surveys like beneficiary satisfaction etc.
S/he, under the guidance of the Project Manager, will facilitate that all beneficiary grievance will reach a Grievance Handling Committee set upby the project;
S/he will accompany visitors from donor, government and Afghanaid head office during field visits.
Help Project Manager in preparing monthly / and end-of-the-project report
The M&E Officer will produce monthly progress report for the project against monthly work plan. While doing so, she/he will base the report on information taken from Project Tracking Sheets and their sample verification; and qualitative inputs obtained through observation of inputs and interviews with key informants
She/he will assist the Project Manager to document Case Studies, Success Stories and Good Practices from the field
With the support of the MEL Unit from HO, the M&E Officer will conduct two information sharing sessions – one in November and the other in January. In this, she/he will encourage project staff to present case studies, good practices and lessons learnt.
