ACTED, the Agency for Technical Co-operation and Development is an NGO registered in France with global operations in Central Asia, Europe, Latin America and Africa. ACTED has been active in Afghanistan since 1993, and is one of the largest NGOs in the country, capitalizing on a continued 20-year presence in Afghanistan throughout successive regimes and on established operations throughout Central Asia. ACTED operates mainly in the North, Northeastern and Central areas of Afghanistan. While most of ACTED’s operations in Afghanistan have so far been centered on relief activities (e.g. provision of food, shelter, response to natural disasters and IDP camp management), the agency is moving towards an integrated development strategy including community mobilization, infrastructure rehabilitation, water and sanitation, agriculture and micro-credit. As such, ACTED Afghanistan is both growing and changing, and requires staff which have the ability to operate in and manage this change effectively and creatively.
The Admin Officer will be primarily responsible administration follow ups, and assisting the Country Admin/HR Manager in translating the documents/letters. Function: Under the direct supervision of the Country Admin/HR Manager the incumbent carries out the following duties: Detailed Responsibilities: Administration Follow ups: Administration Follow up in Capital and field, Premises follow up in all over the Country, Premises rental payments follow ups (Rents should be paid on time in order to reduce the rental fine). Premises taxes follow up in Capital and fields. Revenues follow up Office and Guest Houses follow up in Capital and field. Liaison Statutory compliance Support Liaison Officer in Liaising with Governmental Offices, United Nation Agencies Non Governmental Offices and different embassies, Help Liaison Officer in terms of payments of Taxes to the Banks Coordinate with Liaison Officer the custom clearance of any materials Export from abroad with related Ministries of the Government in the light of NGOs law, Support Liaison Officer in terms of follow of travel internally and all over the world, Help Liaison Officer in obtaining Afghan visa, invitation letter for an Expat in the Country/abroad. Support Liaison Officer in obtaining different visas such as, Tajik, Pakistani, Indian, and ………etc, Administration Reporting Follow Up Make sure the hard copies of all Premises Original Contracts are available in country office. To follow the FLAT documents (such as rental contracts, rental payment invoices, tax payments invoices, breaking contracts, visa bills, ticket bills and other documents) recorded in their folders regularly. Monthly follow up of premises in close collaboration of the bases, Follow up (collection) of the new rental contracts in Capital/bases and update HQ accordingly. Provide Country Admin with a monthly Administration management report (MMR) Others Lettering follow up to Ministries of Economy Foreign Affairs, Finance, Interior and other Governmental Offices for different purposes, Follow up of English Note Verbal/letters to different Embassies, United Nation Agencies, & mobile Companies (ROSHAN, MTN, Etisalat & AWCC) for different purposes. Follow up of received letters/inquiry letters from different sources. Quite frequent travel to bases, Follow up of FLAT meetings twice a month Assist admin/HR assistant in filling documentation Copying the documents which receive form the bases with close cooperation of admin/HR assistant. Assist admin/HR assistant with updating/preparation of personal folder Make sure to follow bases weekly activities report to be sent each Thursday, and record in separate folders for each bases. Support deputy HR manager in the tasks. Perform other duties as per department requirement
Afghan nationality Bachelor’s degree (BBA) Minimum of 3 years experience in administration and Human resource Experience using Microsoft Office package, Experience writing reports in English and Dari Excellent communications skills. Fluency in English and Dari, additional languages preferred Commitment to the mission and objectives of the projects and ACTED Willingness to travel to the field, Ability to work under pressure with tight deadlines Flexibility. Good communication skills
